Россия начинает катастрофически отставать в развитии современных систем связи: Минобороны не отдаёт радиочастоты под 5G

С некоторых пор российские чины в погонах начали считать себя "пупами Земли", фактически узурпировав власть в стране. Лишним тому подтверждением служит история с внедрением нового стандарта беспроводной связи 5G, скорейший ввод в эксплуатацию которой будет определять развитие мировой экономики в следующем десятилетии.
Как сообщают российские СМИ, министр обороны Сергей Шойгу не торопится открывать нужный пятому поколению связи диапазон для коммерческого использования. Без этого появление в России 5G невозможно.
Минобороны считает, что сотовым операторам рано передавать в пользование частоты для развёртывания связи пятого поколения (диапазон 3,4–3,8 ГГц). Такой отзыв министерство дало на проект концепции развития и создания 5G-сетей в России, пишут «Ведомости». В редакции ознакомились с частью документа, а его содержание подтвердили человек, близкий к профильному ведомству, федеральный чиновник и сотрудники двух операторов.
Этот проект Минкомсвязи направило в различные министерства на согласование в начале марта. Минобороны в отзыве просит не торопиться использовать диапазоны, не упомянутые в прошлогоднем решении Госкомиссии по радиочастотам (ГКРЧ; речь идёт о диапазонах 4,8–4,99 ГГц и 27,1–27,5 ГГц).
Источник «Ведомостей», близкий к профильному ведомству, выразил опасение, что без использования частот, занятых военной связью, сеть 5G «будет лишь одним названием». Другой собеседник издания отметил, что одобренные Госкомиссией частоты не годятся для массового использования.
В октябре прошлого года «Союз LTE» подсчитал, что высвобождение частот для 5G обойдётся в сумму от 11,8 миллиарда до 16 миллиардов рублей. Позже замминистра цифрового развития, связи и массовых коммуникаций Олег Иванов сказал, что по новой оценке сумма составит «десятки миллиардов рублей» (намёк на очередной "распил бабла"?).
Позиция Минобороны ставит под вопрос реализацию в России проекта концепции развития и создания сетей пятого поколения, пишут «Ведомости». Многие направления цифровой экономики, подчёркивает газета, напрямую завязаны на 5G — например, это интернет вещей, беспилотный транспорт и умный город. Технически проблему с силовыми ведомствами решить можно, но наладить диалог пока не получается, констатирует издание.
По расчётам чиновников, массовое использование 5G в России начнётся только в начале следующего десятилетия (в лучшем случае). В других странах эта связь появится уже в ближайшие дни. Например, в Южной Корее запуск 5G запланирован на 5 апреля — в этот же день Samsung начнёт продажу смартфона Galaxy S10, совместимого с сетями 5G. В США запуск первой коммерческой сети 5G намечен на 11 апреля. 

Russia is beginning to lag behind in the development of modern communication systems: the Ministry of Defense does not give away radio frequencies for 5G technology

For some time now, Russian officials in epaulets have considered themselves to be the navels of the Earth, in effect having usurped power in the country. The latest confirmation of this was the story of the introduction of the new 5G wireless standard, the commissioning of which will determine the development of the world economy in the next decade.
According to the Russian media, Defense Minister Sergei Shoigu is not in a hurry to open up the range necessary for the fifth generation of communications for commercial use. Without this, the appearance of 5G in Russia is impossible.
The Ministry of Defense believes that it is too early for cellular operators to transfer frequencies for the deployment of fifth-generation communications (range 3.4-3.8 GHz). The ministry gave such a comment on the draft concept of development and creation of 5G-networks in Russia, the newspaper Vedomosti writes. The editors got acquainted with the part of the document, and its content was confirmed by several independent sources.
In early March, the project was sent by the Ministry of Communications of the Russian Federation for approval to various ministries, including the Ministry of Defense. The Ministry of Defense in its recall asks not to rush to use bands that are not mentioned in last year’s decision of the State Commission for Radio Frequencies (we are talking about the bands 4.8–4.99 GHz and 27.1–27.5 GHz).
A source from the Vedomosti newspaper, close to the relevant department, expressed concern that without the use of frequencies belonging to the military, the 5G network "will be just one name." Another source said that the frequencies approved by the State Commission are not suitable for mass use.
In October of last year, "LTE Union" calculated that the release of frequencies for the deployment of 5G networks would cost the Russian treasury in the amount of 11.8 billion to 16 billion rubles. Later, Deputy Minister of Digital Development and Mass Communications, Oleg Ivanov, said that according to a new estimate, the amount would be "tens of billions of rubles."
The position of the Ministry of Defense calls into question the implementation of fifth-generation networks in Russia, the newspaper writes. Many areas of the digital economy depend on 5G technology - for example, this is the Internet of things, unmanned vehicles and a smart city. Technically, the problem with the power departments can be solved, but it is not yet possible to establish a dialogue, state Vedomosti.
According to the calculations of officials, the mass use of 5G in Russia will begin only at the beginning of the next decade. In some other countries, 5G will appear in the coming days. For example, in South Korea, the launch of the 5G commercial network is scheduled for April 5. On the same day, Samsung will begin selling the Galaxy S10 smartphone, compatible with 5G networks.
