США проиграли дело "Whirlpool vs Samsung & LG" в ВТО

Всё началось с того, что год назад президент США Дональд Трамп подписал документ об увеличении пошлин на импортируемые в его страну товары южнокорейских компаний. В первую очередь это коснулось стиральных машин производства Samsung и LG, на которых пожаловался местный производитель Whirlpool, проигрывающий войну конкурентам даже на собственном рынке.
Любые доводы южнокорейцев были отвергнуты Министерством торговли США, в результате чего цены на ввозимую продукцию были значительно повышены (на некоторые виды продукции до 82%!). И это несмотря на то, что оба производителя открыли заводы по сборке бытовой техники (в том числе стиральных и посудомоечных машин) непосредственно в США, обеспечив занятость нескольким тысячам рабочих.
Разумеется, такое положение дел не могло не возмутить корейцев, которые прибегли к последнему аргументу - разбирательство в ВТО (Всемирной Торговой Организации).
В минувшую пятницу Арбираж ВТО в Женеве вынес окончательный вердикт: действия США признаны несправедливыми и дискриминационными.
Арбитражная комиссия ВТО определила, что ущерб Южной Корее от введённых США торговых пошлин на импорт стиральных машин составляет $84,81 миллиона. Теперь эту сумму Республика Корея может ежегодно получать от США, сообщается на официальном сайте ВТО.
В январе 2018 года Южная Корея запросила у органа по урегулированию споров ВТО разрешить потребовать от США ежегодные компенсации в размере $711 млн. Республика Корея обвинила Соединённые Штаты в несоблюдении антидемпинговых и антисубсидиционных обязанностей, введённых ВТО. Однако США не согласились, и спор передали в арбитражную комиссию организации.
Теперь сумма выплат может быть проиндексирована с учётом инфляции. Комиссия также рассчитала для Южной Кореи формулу, которую страна может использовать в будущем, если США введут аналогичные тарифы на другие товары в нарушение правил ВТО.

WTO awards South Korea $85 million against U.S. over washing machine tariffs

South Korea can impose annual trade sanctions of $84.81 million on the United States after challenging U.S. anti-dumping and anti-subsidy tariffs on washing machines, a World Trade Organization arbitration panel ruled on Friday.
The sum was much less than the $711 million that South Korea had asked for, but the arbitration ruling also provided a sanctions formula for South Korea to apply in the future, in case the United States imposes similar tariffs on other products in breach of the WTO rules.
South Korea initially went to the WTO after a 2013 decision by the U.S. Commerce Department to impose anti-subsidy duties of up to 82 percent on washers made by Samsung Electronics Co, LG Electronics Inc and Daewoo Electronics Co, prompted by Michigan-based Whirlpool Corp..
South Korea complained to the WTO about the methodology used to calculate the duties and won an appeal ruling at the WTO in 2016. It later complained that the United States had not lifted the duties to comply with the WTO ruling, and demanded the right to impose sanctions.

«Где 50 000 важных текстовых сообщений между любовниками из ФБР Лизой Пейдж и Питером Стржоком? Виноват Samsung!»,— чирикнул Трамп в своём Twitter, хотя ещё год назад он чирикал прямо противоположное. Как отмечает таблоид The Hill, ФБР объяснило, что сообщения не были сохранены "из-за сбоя программного обеспечения на некоторых телефонах Samsung Galaxy S5".
В декабре в США были опубликованы новые материалы о деятельности ФБР по расследованию связей предвыборного штаба Дональда Трампа с Россией. Выяснилось, что в служебной переписке во время предвыборной кампании один из сотрудников бюро назвал Дональда Трампа «идиотом» и посоветовал республиканцам «достать уже свою голову из задницы».
Тут сразу возникает вопрос: а с какой стаи Samsung должен хранить приватную переписку сотрудников секретных служб? По этому поводу никаких пояснений от г-на президента не последовало.
The Hill сообщает, что версия "об утрате ценных доказательств" переписки двух агентов-любовников из ФБР, считающих Трампа идиотом, появилась на лояльном к нынешнему хозяину Белого дома телеканале Fox News, который, пожалуй, является единственным, удостаиваемый внимания американского президента. После просмотра Дональд любит комментировать новости Fox в своём твиттере, что уже приводило к скандальным и курьёзным случаям, вроде обвинений Швеции за "беспрецедентный разгул преступности" (хотя в плане сдерживания криминала это одна из самых благополучных стран мира).
Очередной твит Трампа (теперь уже по поводу Samsung)  вызвал шквал комментариев на вэб-сайте The Hill, где подавляющее большинство читателей откровенно насмехаются над выходками главы США.   
Сегодня же Трамп подписал документ, предписывающий увеличить на 50% пошлины на стиральные машины, поставляемые в США южнокорейскими чеболями Samsung и LG. Это давняя история, о которой мы уже неоднократно сообщали и добавить здесь больше нечего.
Кроме того, протекционистские меры США будут также наложены на южнокорейских производителей солнечных батарей и стали.
В этой связи руководство Республики Корея заявило о намерении обратиться в управляющие органы ВТО (Всемирная торговая организация) с требованием воздействовать на Белый дом, так как принимаемые нынешней республиканской администрацией меры явно противоречат принципам свободной торговли.
Кроме того, будет рассматриваться вопрос о встречных контрсанкциях по отношению к американским товарам, поставляемым в Южную Корею. Однако ряд экспертов выступает против такого шага, призвала урегулировать возникший конфликт с помощью ВТО.

Trump 'blaming Samsung' over missing FBI text messages

President Trump in a tweet Tuesday night said he was "blaming Samsung" over a missing trove of text messages between two senior FBI officials that was not retained by the agency. 
"Where are the 50,000 important text messages between FBI lovers Lisa Page and Peter Strzok? Blaming Samsung!" Trump tweeted Tuesday.
The text messages between the two FBI employees, counterintelligence agent Peter Strzok and lawyer Lisa Page, are among a larger batch of messages that were not saved by the FBI because of a software glitch on some Samsung phones. 
Attorney General Jeff Sessions said Monday that the Justice Department's inspector general is reviewing why the messages were not retained and whether they are capable of being recovered. Sessions said there were more than 50,000 text messages exchanged between the two FBI employees -- though not all of them are missing as Trump suggested in his tweet.
Trump's tweets came after Fox News host Sean Hannity addressed the issue on his Tuesday night show, though it is unclear if that is what prompted him to tweet. Trump is known to be an avid watcher of Fox News and often comments on matters shortly after they are addressed on air.
It was unclear if Trump was being sarcastic in his tweet. The president has been critical in the past of the DOJ and FBI in its handling of the Russia investigation.
The text messages have come into focus as some Republicans raise concerns about political bias among the ranks of the FBI.
Strzok and Page reportedly exchanged text messages during the 2016 presidential race expressing anti-Trump sentiments, and both were involved in the FBI's investigation into Hillary Clinton's use of a private email server during her tenure as secretary of State.
Both were also briefly assigned to special counsel Robert Mueller's probe into Russian meddling in the presidential election, including possible collusion between the Trump campaign and Moscow. Strzok was removed from that investigation last summer because of his text exchanges with Page, with whom he was having an extramarital affair.

Samsung, LG baffled by Trump’s decision on trade tariffs

In what is seen as a serious blow to Korean tech giants Samsung Electronics and LG Electronics, the US government has decided to slap higher taxes on imported washers.
“I do not think there is anything we can do with the US government’s latest decision,” said a Samsung official, who declined to be named due to the sensitivity of the issue.
The US trade commission announced on Jan. 22 (local time) that it would impose a 20 percent tariff on the first 1.2 million of imported washing machines, and a 50 percent tariff on washers exceeding the 1.2 million units. The tax rates will decline to 16 percent and 40 percent, respectively, in the third year.
The trade action came after Whirlpool, which faced a strong challenge from its Korean rivals, requested the US International Trade Commission to investigate what it alleged was dumping by Samsung and LG in May last year. The ITC launched a probe and recommended safeguard measures to limit the imports of washers in November. 
Korean Trade Minister Kim Hyun-jong vowed that the ministry would file a petition with the World Trade Organization.
“Based on my experience as a member of WTO’s Appellate Body, I think things are favorable for the Korean side,” Kim said in a meeting with government agencies and businesses to respond to the US trade restrictions.
The Korean presidential office Cheong Wa Dae has reportedly ordered the relevant government agencies to come up with a response. Among others, imposing retaliatory tariffs on imported goods from the US is a possible option for the Korean government to minimize the negative impact of the US restrictions. Some analysts, however, forecast the US government’s decision will eventually affect the Korean companies and the overall washer market.
“I am really not sure that any type of countermeasures from the Korean government would be effective,” said an industry source, who wished to be anonymous.

Комиссия по международной торговле США (ITC) рассматривает вопрос о дополнительном 50-процентном налогообложении стиральных машин южнокорейского производства. Процесс, направленный против доминирования на американском рынке таких игроков как Samsung и LG, инициировала местная компания Whirlpool, утверждающая, что азиатские техногиганты якобы ведут "нечестную игру", поставляя большую часть продукции на территорию США из Вьетнама, где рабочая сила дешевле. Однако южнокорейцы категорически отвергают эти претензии, утверждая, что расходы на доставку и таможенные выплаты уравнивают их с американскими конкурентами.
Несправедливые претензии в адрес Samsung и LG вынудило обратить внимание на эту проблему правительство Республики Корея, которое направило в Вашингтон специальную делегацию для присутствия на слушаниях в ITC.
"Наезд" американцев на конкурентов кажется особенно возмутительным на фоне того, что Samsung и LG буквально в течение ближайшего месяца запустят свои новые заводы на территории США по производству бытовой электроники, включая те же стиральные машины. Это принесёт тысячи рабочих мест и дополнительные налоги в казну штатов, где расположены предприятия.
СМИ сообщают, что окончательный вердикт в отношении дополнительного налогообложения должен принять президент Трамп до конца февраля этого года. В том случае, если решение будет не в пользу азиатских вендоров, правительство Южной Кореи оставляет за собой право обращения во Всемирную торговую организацию (ВТО) по вопросу грубого нарушения американцами установленных правил. Рыночные эксперты говорят, что действия США грозят вызвать дестабилизацию всей системы торгового обмена на глобальном уровне, поскольку и другие страны наверняка захотят получить преференции подобными методами. Несколько южнокорейских чиновников уже заявили, что в случае ущемления прав Samsung и LG, будет рассмотрен вопрос о встречном налогообложении американских товаров, поставляемых в Южную Корею.      

Samsung’s US appliance plant to start production this month

Samsung Electronics’ new appliance plant in the US is expected to start production this month, as its construction is to be finished soon, a Samsung vice chairman confirmed on Jan. 3. 
“The new plant will be completed soon, possibly within the month,” Yoon Boo-keun, the firm’s former appliance chief who was recently promoted to lead its new corporate relations team, told reporters at an industry meeting in Seoul.
Samsung plans to inject US$380 million into the new plant in Newberry, South Carolina, the company’s first major investment in the US since it relocated most production facilities for US exports to Mexico in the early 1990s. 
With the new plant opening, the Korean tech giant is making last-minute efforts to block the US government’s planned safeguard measures against imported washers, which would affect top sellers like Samsung and LG. 
US appliance maker Whirlpool filed a safeguard petition with the International Trade Commission in May, claiming foreign companies are hurting the market with their cheaper products produced outside the country.

В 3-м квартале 2017-го Samsung вновь стал крупнейшим игроком на рынке бытовой техники США. При этом южнокорейский электронный гигант лидирует в соответствующем рейтинге уже 6-й квартал подряд.
По данным аналитической компании Traqline, корпорации Samsung Electronics в 3-м квартале принадлежало 19,3% американского рынка бытовой техники. Если же оценивать общие продажи за первые 3 квартала, то доля Samsung составляет 18,9%.
Годом ранее, в 3-м квартале 2016-го, Samsung занимал 16,8%, а за весь 2016-й год охватил 17,3% американского рынка.
Наибольшей популярностью в США пользуются холодильники и стиральные машины Samsung. В сегменте премиальных холодильников (за счёт серии Samsung Family Hub 2.0) в 3-м квартале Samsung занял 22,1% рынка.
Стиральные машины Samsung заняли 20% соответствующего сегмента рынка, несмотря на давление со стороны Комиссии по международной торговле США (ITC), пытающейся обложить огромным налогом южнокорейскую бытовую технику по требованию терпящей крах американской компании Whirlpool.
Кстати, на днях бизнес-портал The Investor сообщил, что Whirlpool теперь пытается сагитировать членов ITC повысить налоги на ввоз не только стиральных машин, но и пылесосов производства Samsung и LG.
Некоторые горе-эксперты в связи с этим поспешили посоветовать Samsung купить американские предприятия по выпуску бытовой техники. Samsung tops US home appliances market in Q3

Samsung Electronics remained as the leading player in the US home appliances market in the July-September period, ranking No. 1 for the sixth consecutive quarter.
Citing the data compiled by industry tracker Traqline, Samsung Electronics said it accounted for 19.3% of the US market in the third quarter in terms of sales. It accounted for 18.9% of the market for the January-September period.
The third-quarter performance marks an increase from 16.8% posted a year earlier, Samsung added. The Korean tech giant’s market share came to 17.3% for all of 2016.
Samsung said its refrigerators and washers continued to expand their presence in the United States. The company said its refrigerators posted a market share of 22.1% in the third quarter on the premium models.
Samsung‘s washers also took up 20% of the U.S. market helped by the popularity of FlexWash products, standing as the No. 1 player in the segment for the fifth consecutive session.

Whirlpool may expand safeguard petition to vacuum cleaners

New research warned on Oct. 29 that Whirlpool Corp. may expand its safeguard petition against South Korean rivals to include vacuum cleaners.
Acting on a petition submitted by Whirlpool, the U.S. International Trade Commission determined earlier in October that imports of large residential washing machines built overseas by Samsung Electronics Co. and LG Electronics Inc. were damaging the local industry.
A report published by the Korea Electronics Association said Whirlpool may request the U.S. authorities also investigate imported vacuum cleaners, a product which is a crucial source of profit for the company.
The home appliances giant takes up 25 percent of the U.S. market. It produces 570,000 units annually, accounting for more than half of U.S.-produced vacuum cleaners.
Whirlpool‘s washers account for around 5 percent and 2 percent of the global and local markets, respectively.
The report urged Korean firms to closely watch Whirlpool’s move and recommended they consider acquiring U.S. producers to avoid potential trade disputes, taking a cue from China-based Haier Group‘s purchase of General Electronics’ home appliances business.

20 октября представители Samsung Electronic America заявили, что торговые барьеры, которые могут быть навязаны Вашингтоном, негативно повлияют на строительство нового зваода южнокорейской корпорации на территории США.
Ранее Samsung подписал соглашение с властями штата Южная Каролина о строительстве завода по выпуску стиральных машин в NewBerry County с целью расширения своего присутствия на американском рынке. Производство планируется начать уже в первой половине 2018 года.
Samsung сделал заявление во время слушаний, проведённых Комиссией по международной торговле США (ITC), которая ы начале этого месяца определила, что "корейские компании наносят ущерб американским, таким как Whirlpool".
Местные производители бытовой техники Whirlpool и General Electric Appliances требуют, чтобы Вашингтон наложил дополнительный 50% налог на стиральные машины иностранного производства.
Samsung заявляет, что ограничения на импорт могут спровоцировать нарушение правил честной конкуренции и привести к ликвидации рабочих мест на заводе в Южной Каролине.
Ранее мы уже сообщали о том, что американская компания Whirlpool ничего не может противопоставить высокотехнологичной и доступной по цене продукции из Южной Кореи, поэтому бросилась искать защиты в правительственных кабинетах.
Между тем, известные американские потребительские журналы в очередной раз признали стиральные машины южнокорейского производства (LG и Samsung) лидерами рейтингов удовлетворённости покупателей. Согласно экспертному исследованию, опубликованному на днях, обе южнокорейские корпорации лидируют как в премиальном, так и в бюджетном сегментах.
Как сообщают СМИ, окончательно вопрос будет решён в Белом доме, после того как 4 декабря ITC направит свои предложения президенту Трампу, которому по закону отведено 60 дней для вынесения вердикта.

Safeguard measures to weigh down on Samsung’s US plant

Samsung Electronics said on Oct. 20 that trade barriers that could be imposed by Washington would have an adverse impact on its building of a new factory in the United States.
Earlier this year, Samsung said it will invest US$380 million in Newberry County, South Carolina, to tap deeper into the North American market for home appliances. Samsung plans to start production at the plant in the first half of 2018.
Samsung made the statement during a hearing held by the US International Trade Commission, which determined earlier this month that Korean tech firms are hurting American companies, such as Whirlpool.
Whirlpool is currently demanding that Washington slap a 50-percent tariff on foreign-made washing machines.
Samsung claimed import restrictions could spark market disruption and result in taking away jobs from South Carolina workers.
The company added that a tariff would disrupt Samsung’s strategy to expand its presence in the US, claiming it originally planned to hire 1,000 workers for its new factory by the end of 2018.

Комиссия США по международной торговле (The U.S. International Trade Commission/ITC) в минувший четверг единогласно постановила, что местным производителям стиральных машин угрожает импорт из-за границы.
Постановление было принято после того, как американский гигант Whirlpool призвал чиновников принять меры, чтобы остановить своих южнокорейских конкурентов Samsung и LG из-за того, что они "наводнили американский рынок более дешёвыми продуктами".
Предполагаемые меры защиты включают введение повышенных тарифов, для "защиты местной промышленности от внезапного скачка импорта или от недобросовестной торговой практики".
Однако такие протекционистские действия должны пройти публичные слушания и одобрены президентом страны, прежде чем вступят в силу.
Samsung и LG обвинили Whirlpool в попытке манипулировать торговыми законами США, чтобы компенсировать её неспособность идти в ногу с потребительскими предпочтениями.
ITC собирается дать свою рекомендацию по этому вопросу президенту Трампу до 4 декабря.
Samsung и LG решительно отвергают претензии Whirlpool и намерены представить ряд контрдоводов на предстоящих слушаниях по этому громкому делу.
В настоящее время большая часть стиральных машин Samsung и LG поставляется в США с вьетнамских и таиландских заводов этих южнокорейских корпораций. При этом внушительная часть акций той же Samsung принадлежит американцам, которые, в итоге, могут пострадать от падения курса ценных бумаг в связи с ограничениями, которые могут быть наложены вашингтонскими властями. Более того, большое количество рабочих мест Samsung и LG создали непосредственно на территории США и снижение доходов из-за протекционистских действий Whirlpool могут, в итоге, сказаться на зарплатах всё тех же американцев.
Samsung и LG уже строят новые заводы по производству бытовой на территории США, но когда они вступят в строй, возникнет проблема с загрузкой производственных мощностей в азиатских странах. В таком случае южнокорейцам придётся срочно искать новые рынки сбыта (что чрезвычайно сложно), либо прибегнуть к увольнениям работников во Вьетнаме и Таиланде, что также является весьма нежелательным шагом.
Наиболее пострадавшими во всей этой истории, естественно, станут американские покупатели, которым будет предложен меньший выбор по более высоким ценам, говорят представители южнокорейского бизнеса.
В любом случае ситуация должна как-то разрешиться в начале 2018-го года, когда президент Трамп вынесет свой окончательный вердикт, сообщают южнокорейские СМИ.    

US trade commission finds Korean washers hurt domestic industry

The US International Trade Commission determined on Oct. 5 that two South Korean companies‘ washing machines manufactured in foreign countries were harming the US industry.
The trade body announced the result of its four-month investigation prompted by a safeguard petition Whirlpool Corp. filed May 31 against Samsung Electronics Co. and LG Electronics Inc. 
The appliance giant accused the Korea rivals of moving manufacturing operations to Vietnam and Thailand, respectively, to circumvent US anti-dumping tariffs imposed on their large residential washers.
“The US International Trade Commission has determined that large residential washers are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or threat of serious injury, to the domestic industry producing an article like or directly competitive with the imported article in the United States,” the commission said on its website.
The decision does not affect washers made in South Korea or any other US free trade partners.
The investigation will move to a remedy phase, and a public hearing is scheduled for Oct. 19.
The commission plans to announce its remedy recommendations at the conclusion of the phase, and forward them to President Donald Trump by Dec. 4.
Remedy measures may include an increase in a duty, imposition of a quota, imposition of a tariff-rate quota, trade adjustment assistance, or any combination of such actions, according to the commission.
The president is expected to make a final decision by early next year, taking into account the commission’s report, industry efforts to make a positive adjustment to import competition, and factors related to the national economic interest of the US.
Samsung and LG exported a combined $1 billion worth of large residential washing machines to the US last year, holding some 16 percent and 13 percent, respectively, of the market led by Whirlpool with 38 percent.
Samsung Electronics expressed disappointment in the decision, claiming the ITC‘s decision will have an adverse impact on US consumers.
“Restrictions on imports of Samsung washing machines will negatively affect American consumers by limiting choices, raising prices, and offering less innovative washing machines,” Samsung said through a statement.
Samsung added the company has been delivering innovative products, which are “made by Americans, and sold to American consumers.”
“We believe that safeguard remedies should not discriminate in favor of one group of US-based workers over another and should not negatively impact a fair appliance marketplace for consumers,” it added.
An official from LG Electronics also said US consumers and retailers will face damage if Washignton actually decides to impose regulations on its products.
LG Electronics added the ITC’s decision will have no impact on its plan to invest US$250 million to build a washer factory in the US.
The construction of the factory in Tennessee is expected to be completed in the first quarter of 2019, with an annual production capacity of 1 million units.

Samsung, LG express disappointment in US ITC's remark on washers

South Korea‘s top tech giants Samsung Electronics Co. and LG Electronics Inc. on Oct. 6 expressed disappointment in the US International Trade Commission’s (ITC) announcement that they are having an adverse impact on its washer industry.
On Oct. 5 (US time), the ITC claimed the two South Korean firms‘ washing machines made in foreign countries were harming the US industry. The trade body announced the result of its four-month investigation prompted by a safeguard petition Whirlpool Corp. filed May 31 against Samsung and LG.
Samsung and LG claimed that the ITC’s announcement will rather have an adverse impact on US consumers by limiting their choices.
“We urge the Commission to consider carefully how potential remedies might hinder the establishment and operations of this facility and affect American consumers,” Samsung added.
LG Electronics echoed the view, claiming that US consumers and retailers will be the victims if Washington decides to slap its products with regulations.
“It is US retailers and consumers who chose (to purchase LG washers),” an official from LG Electronics said.
Samsung and LG are estimated to sell around 2 million units of washers in the US every year, with the combined value estimated at US$1 billion, industry watchers said.
Samsung produces most of the products in Thailand and Vietnam. 
LG also makes around 80 percent of its washers in Thailand and Vietnam, while the remaining 20 percent is produced in South Korea.
Although the ITC‘s measure is expected to exclude volumes produced in South Korea, the decision is anticipated to weigh down on Samsung and LG’s sales as they still depend heavily on overseas production facilities.
Industry watchers said Samsung and LG‘s on-going projects to build production facilities in the United States will help in overcoming losses from the measure partially.
Samsung’s home appliances factory under construction in South Carolina is expected to be ready for operation in January. LG Electronics‘ construction of the washer factory in Tennessee is expected to be completed in the first quarter of 2019.
The companies, however, still need to secure more time to commence stable productions at US facilities. They also must find new markets to sell washers produced in Southeast Asian countries, or reduce production there.
Samsung and LG currently plan to continue defend themselves at hearings to be hosted by the ITC later this month.
“We believe that safeguard remedies should not discriminate in favor of one group of US-based workers over another and should not negatively impact a fair appliance marketplace for consumers,” Samsung added.

Техногиганты Samsung и LG будут работать совместно над проблемой, связанной с американским протекционизмом на рынке стиральных машин.
В июне текущего года правительство США приступило к проведению расследования в отношении зарубежных производителей (в основном южнокорейских) по требованию американского производителя бытовой техники Whirlpool, чтобы проверить, нанесли ли они ущерб американской промышленности.
Комиссия США по международной торговле намерена провести сегодня публичные слушания по вопросу секретного расследования, инициированного Вашингтоном.
Должностные лица Samsung и LG намерены присутствовать на заседании, чтобы подтвердить свою позицию: имеющее место расследование несправедливо, а импорт стиральных машин не нанёс существенного ущерба промышленности США, как утверждает Whirlpool.
Американский конкурент настаивает, что Samsung и LG намеренно перенесли производство во Вьетнам и Таиланд, чтобы обойти антидемпинговые тарифы, введённые правительством США на продукцию Whirlpool, которая производится в Мексике и Китае.
Whirlpool обратилась к торговому регулятору с просьбой о снижении антидемпинговых тарифов на свои продукты, произведённые за пределами США.

Samsung, LG to work together in US washer probe

Korean home appliance giants Samsung Electronics and LG Electronics will work together to deal with a US safeguard probe of their washing machines, sources said on Sept. 7.
In June, the US government started a safeguard investigation into foreign washers, mostly made by Korean companies, at the request of Whirlpool to determine whether they have hurt the American industry.
The US International Trade Commission is slated to hold a public hearing on the safeguard investigation in Washington on Sept. 7. 
Officials of Samsung and LG are slated to attend the hearing to argue that the ongoing investigation is unfair and US imports of their washers have not caused serious injury to the American industry as alleged by Whirlpool. 
Whirlpool insists Samsung and LG have relocated production to Vietnam and Thailand, respectively, to circumvent anti-dumping tariffs imposed by the US government on their washers manufactured in Mexico and China each.
Whirlpool has asked the US trade body to slap anti-dumping tariffs on the imported washers beyond a certain amount.
